On November 16, 2022, the government of Canada is scheduled to start implementing the National Occupational Classification (NOC) system created in 2021. According to a newly disclosed internal IRCC document, 16 new occupations will become eligible to apply using the Express Entry system, while 3 will become ineligible to do so. The new NOC system will modify the way that IRCC considers work experience.

How the NOC system works

The National Occupation Classification, often known as the NOC, is a system used in Canada to define the amount of education and level of competence required for a certain occupation or job in the country.

When it comes to immigration, the NOC codes are the ones that decide whether jobs are skilled, semi-skilled, and unskilled. In order to qualify for immigration to Canada via one of the federal economic programs, individuals are often required to have previous experience working in a skilled occupation.

The National Occupational Classification (NOC) 2016 is presently being used by Immigration, Refugees, and Citizenship Canada (IRCC) to establish the eligibility of occupations for its temporary and permanent immigration programs. In November of 2022, NOC 2021 will become active as a regulation.

Guidelines for those who are applying through Express Entry

Candidates for Express Entry who are currently in the pool, as well as those who have not yet filed an application, can find instructions on the IRCC website.

You are required to make changes to your profile on or after November 16, 2022, if you have previously submitted your information but have not been issued an ITA. Start by doing a search on the website of Employment and Social Development Canada (ESDC) using the NOC 2021 list. After that, make sure that your TEER Category and your five-digit occupation code are updated on your profile.

The NOC 2021 list contains the codes for all occupations in Canada, so if you want to submit your Express Entry profile on or after November 16th, you will need to discover the code for your occupation there. If you have been given an ITA before the 16th of November, you are required to submit your application using the NOC 2016. It is not necessary for you to determine which new code matches with the one you already have because you already have it.

Newly Revised Eligibility Standards for Express Entry Based on NOC 2021

TEER categories will be utilised by programs that previously relied on the NOC skill type or levels.

The vast majority of positions will remain in the TEER category, which corresponds to the degree of expertise outlined in the table below. There is a possibility that certain professions will be moved to a different TEER category.

Implications for the CRS

The Comprehensive Ranking System is used to assess each and every profile that has been officially entered into the federal pool (CRS). This includes a variety of considerations such as age, education level, years of job experience, and linguistic competence.

When the new Canada NOC 2021 comes into effect, the points you obtain for arranged employment will start following the Skill Type/Level update chart instead of the points they used to follow.

According to an internal briefing note that was made public in the past, a total of sixteen jobs will become eligible for the Express Entry system, while three would become ineligible. Beginning November 16, candidates with qualifications in the following occupations will be able to use the Express Entry system:

  • Administrators of the payroll;
  • Assistants in dental procedures and assistants in dental laboratories;
  • Nurse aides, orderlies and patient service professionals;
  • Pharmacy assistants and pharmacy technical assistants; pharmacy technicians
  • Assistant teachers at primary, high, and intermediate schools;
  • The sheriff and the bailiff;
  • Officers of the correctional services;
  • Officials tasked with the enforcement of bylaws and other regulatory personnel;
  • Estheticians, electrologists, and workers in professions similar to these;
  • Installers and service technicians for residential and commercial buildings;
  • fumigators and other professionals who control pests;
  • Others who specialise in repairs and maintenance;
  • Transport truck drivers;
  • Bus drivers, subway operators, and operators of various types of public transportation;
  • Heavy  machinery operators
  • Technicians who construct aeroplanes and inspectors who check their work

Navigate through the new TEER system

The removal of NOC codes has many concerned about the future of their apps following the transfer. Tailors, dressmakers, furriers, and milliners, along with other performers, program leaders, and teachers in recreation, sport, and fitness are no longer eligible as of November 16th. Work experience must be acceptable for the program for which the candidate is seeking.
